Whole screen background

If you use an image as a background for your entire page, you will need to consider the file size of the image. A large image will take a while to load, and it will put people off visiting your site if they have to wait for a background image to load in every page.

Also, bear in mind the fact that people will be viewing your site with different screen resolutions. An 800 x 600 background image will look great for everyone with that screen resolution, but won't cover the screen for people with larger resolutions.

Text area background

If you use an image as the background to an area with text in it, you will need to be careful that the text is still clearly readable on top of the image. A busy background can be very distracting, and if there are a lot of colors in it, there's more chance that some of the text will blend in.
